For us, external temporary labor means leasing a temporary, short-term workforce for a fixed period of time from an external supplier. These workers perform assignments specified by Nokia on a case-by-case basis and are not used for long term, ongoing resourcing.

In the contract between Nokia and the external supplier there are no pre-defined specifications or documentation related to the task at hand, for example no determined end result. External temporary labor should not be confused with sub-contracting. This labor category performs assigned tasks at Nokia premises, with Nokia tools, and under Nokia assignment-related management and instruction. Administrative supervision is the responsibility of the external supplier, since they are the actual employer. Nokia, however, is always responsible for the end result, such as the assignment’s outcome.

As highlighted in the Supplier Requirements section of this site, all Nokia suppliers need to fulfill the guidelines defined in the Nokia Supplier Requirements.

For a better understanding of how our external temporary labor suppliers are following international and local regulations, as well as acting in line with Nokia rules, we began to conduct in-depth labor conditions assessments in 2005. We also assessed how this affected our resourcing. We are committed to continuing these assessments in order to drive further progress throughout our supply chain.
