Lumia Highlights is no longer provided via Windows Phone Store and will serve only the consumers who have the app in their devices.
The Windows Phone Store (formerly known as Marketplace) location depends on your Lumia Windows Phone version as below:
Lumia with Windows Phone 7:
The country of your Microsoft Account (formerly known as Windows Live ID) specifies the Store location, and to change it you need to reset your phone and recreate a new Microsoft Account with different country selection.
Warning: A reset erases all the personal content in the phone, including apps that have been purchased and downloaded (may be re-downloaded again), and restores the factory settings.
To reset your phone:
1. Go to Settings > About and then select Reset your phone.
2. After the reset, your phone guides you through creating a Microsoft Account.
Sign in to the Billing Account Management portal to view your Microsoft Account profile.
Lumia with Windows Phone 8:
The location of Store is based on your Country/Regional settings. To change the location:
1. Go to Settings > Language+region and then select Country/Region.
2. Tap Restart phone button.
3. The new Store settings will become effective after the phone has been rebooted.
The Nokia collection does not necessarily appear immediately in the Store, it can take up to 48 hours for it to sync and be pushed through the Store server.
A faster way to sync up as acknowledged by Microsoft, is to visit the Games tile first, this will recognize the device right away.
To sync up, do the following:

The Store application rounds ratings to the nearest half-star. App Highlights shows the ratings without any rounding.
Sign in to your Microsoft Account, click Edit personal info, make sure that your Birth date is set correctly, and then click Save.
Note: If you see a message indicating that your password is weak, change it to something stronger. If you are prompted to add additional security information, add it.
