Cell-id based positioning is not as accurate as GPS positioning. However, it involves very little data transfer (approx 2-7kB) and returns results quickly irrespective of whether the user is indoors or outdoors.
Your position can be determined within 200 m to a few km of your exact location, depending on the cell tower density in your region.
