The final-state nature of the size-dependent core-electron binding energy shift of tin clusters supported on amorphous carbon is established by combining them with the shifts in the kinetic energy off an x-ray-excited core-core-core Auger transition. Previously published core-core-core Auger data for other metals lead to the same conclusion, but core-valence- valence data cannot be reliably interpreted.
