Delay-Optimal Power Control for Wireless Data Users with Average Power Constraints

We consider the problem of power control for mobile data users with an average power constraint. This scenario models the uplink communication from mobile users to a base station in a cellular network. We assume a single-user system with perfect and instantaneous knowledge of the channel at both the transmitter and receiver. Our objective is to find the power control strategy which minimizes the average packet delay for a given average power constraint (which we call the delay-optimal power control).
