It is a difficult engineering problem to design a high capacity, survivable network that is cost effective. In the network design algorithms many interacting factors must be considered. Traditional engineering algorithms design minimum cost networks. The differential equations describing the network flow after failures are usually unsolvable, and therefore simulation must be used to study network performance after failure. The large number of design factors makes simulation studies difficult, especially with the interactions between the design factors. For all but the simplest networks it is infeasible to study every factor combination.
