The objectives of this paper are to build a rationale for the Network Control Point (NCP) distributed architecture, mention key challenges of distributed database management in the AT&T Stored Program Controlled (SPC) network, and discuss current work directions. For simplicity, the information we provide is at the functional level of database management. The details regarding the hardware and software characteristics for the NCP are beyond the scope of this paper.
