Dynamic Channel Assignment for Systems with Constrained Downlink Power Control

In this paper, a new class of channel assignment methods are investigated in a power controlled, time slotted wireless communications system. In practical systems, there are constraints on the transmit power and channel assignment algorithms that do not consider these constraints achieve smaller power control gains. Higher transmit power levels increase co-channel interference and reduce system capacity. Channel assignment that accounts for users' received signal strength is shown to provide significant gains. In particular, if users with similar transmit power requirements are assigned to the same carrier, call quality can be maintained with reduced transmit powers and system capacity can be improved.
