In this paper we show that by using lower frequency bands the exposure to electromagnetic radiation can be vastly reduced. It is of strategic value for each operator to develop systems and radio resource management algorithms to keep the environmental stress due to electromagnetic radiation of base stations at a minimum level. A solution is to employ UMTS in lower frequency bands, e.g., 900 MHz or even 450 MHz. Since in future diverse radio access networks (3G and 4G mobile telecommunication systems) with different frequency bands will be collocated, intelligent management of radio resources will be of major importance.
