SUMMARY: The need for unequal error protection arises in many source coding application. Examples include PCM and DPCM where, the effect of an error in the most significant bit is more damaging than an error in the least significant bit. In many situations, the channel is extremely time varying. This time variation can be measured from a knowledge of the received signal strength thus yielding the so called channel state information (CSI).
