This document studies transport delay objectives for UMTS packet voice over IP. The purpose is to identify the main components of the end-to-end transport delay as well as to identify the excess delay introduced by the wireless access portion of the network as compared to baseline delay from an equivalent wireline solutions. For wireless networks, the network access mechanism differs in the downlink and uplink directions of the user flow. In addition, different styles of bearer services for packet voice traffic (e.g., circuit-switched or packet-switched) may be available both in the access and core networks. The main focus of our study is on the delay aspects of the access network.
