WiLo: A Rate Determination Algorithm for HAS Video in Wireless Networks and Low-Delay Applications

In this paper, we describe WiLo, a Rate Determination Algorithm (RDA) for HTTP Adaptive Streaming (HAS) applications. We show that WiLo is capable of outperforming existing algorithms, especially in highly dynamic environments, such as wireless networks. It is also shown to be effective with very small buffers, making it useful for live streaming applications where delay is a concern. Additionally, we present concrete results using Microsoft's Smooth Streaming client, and a tuned version of their client in which we modified its parameters in an attempt to improve its stability. We compare RDAs in wireless and wireline scenarios with dynamic network conditions.
