A results-driven IT executive with years of experience driving transformational change, Paulo Martin “Santi” Santos joined Converge in April 2022 as the Chief Network Transformation Officer, where he was tasked with innovation and strategic transformation of the network in both technology and operations perspective. Under his leadership, the Network Operations of Converge was infused with AI and automated troubleshooting, realizing tremendous efficiencies in the network process. As such his efforts were recognized by international award-giving bodies including the Asian Technology Excellence Awards for Philippines Technology Excellence Award for AI -Broadband Telecommunication and the Asian Telecom Awards for AI Initiative of the Year - Philippines and Technology Innovation of the Year - Philippines. Mr. Santos implemented strategic technology initiatives that further modernized the network infrastructure of Converge, as the fastest growing broadband company in the Philippines. In September 2025, Santi became the company’s Chief Technology Officer following his change in designation from Chief Network Transformation Officer. He is tasked with evaluating emerging technologies, guiding innovation to enhance broadband services, and ensuring that the company's technology initiatives align with business goals. Specifically, he will spearhead technology initiatives with particular focus on the enterprise and/or global business. Prior to joining Converge, Mr. Santos was Vice President of Unionbank, leading the Enterprise Communication, Collaboration, and Security division. Under his watch, Unionbank’s network infrastructure was transformed to a cloud-ready Software Defined Network. Among many achievements, Mr. Santos also developed strategic partnerships to implement the first 5G enabled Bank on Wheels, which is the mobile concept branch of Unionbank. Mr. Santos is a graduate of University of the Philippines-Diliman (UP Diliman), earning a bachelor’s degree in Materials Engineering in 2013. He was also a student leader, having been elected as the College of Engineering Representative in the University Student Council of UP Diliman.

Footer has many more years experience in networking than he cares to divulge. To provide some context, he considered 4Mbps Token Ring connected SNA controller to Front End Processors some darn impressive technology. That was of course until he discovered the dipswitch that allowed for 16Mbps Token Ring, on the same card. What speed! What a technology! Everyone could move on, networking was now complete. What else was left. As time progressed and networking evolved, ventures into Ethernet switching, IP Routing protocols, and MPLS and the consumption of large steaks became the focus. The years flew by and about TEN years ago, yes TEN, IP & Ethernet OAM fault and performance management became the cool kid on the block. Footer lept at the opportunity to get involved in something so cool. Looking back to the Token Ring days, it was apparent he had always had an attraction to OAM. It was always fun to see how fast one could find a beaconing Token Ring NIC connected to a non-intelligent MAU using a stethoscope. OAM certainly has progress beyond the stethoscope days. It remains the wickedly cool, complicated and multifaceted technology that everyone wants to be involved with. Footer is currently a Senior PING Product Manager with responsibility for IP & Ethernet OAM strategy and architecture. He regularly attends the IETF quarterly meetings and participates in the IPPM working group, where excitement shines through on so many faces. His efforts in the working group include, “Why you need PING and why PING doesn’t need you.” As well as the most recent consideration, “PING PING PING PING, for the love of PING.” He joined Riverstone Networks in 1999, and through acquisition, merger, and acquisition, has 19 years as part of Nokia.
