Block List Transform (BLT) coding of images.

We introduce an image coding algorithm called the Block List Transform (BLT) the major feature for which is significantly less processing complexity than with orthogonal transforms such as the Discrete Cosine Transform (DCT). Compared with Vector Quantization (VQ) the BLT coder is less complex, while the decoder is more complex.
