We have measured the escape rate of electrons from 2-D surface states on bulk Helium. These measurements were made through a range of densities, external field and temperature where thermal activation dominates (T=> 1K) into the range where quantum tunneling dominates (T=.8K). These escape rates are sensitive to electron- electron correlation effects and can provide information about the effect of dissipation on quantum tunneling in 1-D.
