There aren't many people today who worry that the telephone operator is listening in on their phone conversations. And this is as it should be - because they DON'T listen in. They don't - because to do so is wrong and they know it. I don't even know if it's illegal - but that's not the point. What's important is that they don't do it because its wrong. The telephone industry is over 100 years old and in that time there has evolved an ethic that says "operators don't listen in." This is pounded into their heads in training - they hear it all the time - they believe it.
