The introduction of HTTP Adaptive Streaming enabled high quality video delivery over IP networks. The continued rapid growth in video traffic poses new challenges at the network management level. Consequently, there is a demand for more control capability by content providers. We present a novel video delivery architecture which meets this need. The architecture supports adaptation to time-varying channels and flexibility in content personalization. In addition, it provides new means for efficient network resource management, including scheduled content delivery. The viability of this approach is demonstrated by an implementation that performs well in a variety of test scenarios.
