Fundamental Issues in Planning and Operation of Integrated Packet Networks

Recent literature offers ample evidence of interest by telecommunications researchers in various schemes for integration of voice, data, and video services. In this paper, we discuss a number of fundamental issues in planning and operation if integrated packet switch networks and outline potential approaches to deal with them. Traffic management, maintenance, provisioning, and billing are addressed.
