Part I of the present article considers the various reasons leading up to the latest recommendations of the C.C.I.F. for the General European Toll Switching Plan and outlines the general problem of co-ordinating national and international design standards. In Part II, which will appear in an early issue of the Journal, various practical measures for achieving this co-ordination without imposing restrictions on the national networks will be discussed.
