generic framework for eICIC optimization

This paper presents a generic framework addressing eICIC optimization. It is based on game theory fundamentals. It is flexible enough to accomodate many and various operator requirements. This paper is a shortened version of a more complete white paper meant for internal use. Some results are still preliminary.
