Guidelines for Qualified Manufacturers List Design Certification Under MIL-I-38535

The concept of generic qualification of a microcircuit manufacturing technology for military procurements has introduced several innovative requirements. Among these is the certification of the candidate manufacturer's design facility for the technology to be qualified. Under previous qualification methodologies, i.e., MIL-M-38510, on the device configuration which was submitted to and passed all of the end-of-line qualification tests was controlled. There was no requirement for design techniques and tools to be defined, listed, or certified.
