Network performance management is critical for packet-switched networks (PSN) carrying voice traffic. Control of voice packet delay is required in order to achieve circuit-switched performance on a backbone packet network which interconnects Integrated Voice Data (IVD) 1P-DCLANs. Expert systems (E.S.) have been designed for various network management functions other than performance management. In this paper, a knowledge- based system (KBS) is presented which maintains acceptable levels of packet delay variance for the described PSN. Following a brief overview of the network, the network management (NM) decision flow is provided and the resulting system is defined. Implementation issues are discussed, and the system operation is evaluated.
