Data Networks are growing in size and complexity. These larger networks require more management, and their increased complexity requires new management techniques. This paper first looks at the evolving nature of network management, then uses experience with the existing AT&T telephone network to determine requirements for effective and complete network management. One basic requirement is as obvious as it is rare: network management must be designed as an integral part, rather than as an afterthought on the periphery, of the network.
