This paper describes a digital overlay approach that can be effectively utilized to meet the telecommunications modernization needs of a PTT/telecom administration. The overlay network approach allows the PTT to selectively modernize the network, introduce new services based on market needs, and improve the quality of service provided to PTT subscribers. Thus, it provides for increased revenues to the PTT due to improved call completions and stimulated traffic from new network services.
