Problems in Physics Funding

The physics community has defined a large number of projects it considers important to its future. These include the SSC, CEBAF, and many others. In addition, there are increasing needs regarding funding of small- group research in universities. I will review how we got where we are, the attitudes in the community that contributed to this situation, and suggest several things that might be done to alleviate the problems.
