Property Value Access Library.

A collection of routines is described which provides the lowest level of access to database files, used as the starting point for other libraries and routines to access the database for the Unified System for Process and Device Simulation. Routines are provided for both C and Fortran access (fortran access not yet complete), and examples are presented to show the use of both language interfaces.
