It appears that the NCRP occupational RFPG and the C95 RFPG differ only with respect to modulation reduction and exclusions for hand held transmitters radiating less than 7W. With respect to the basis for modulation reduction, essentially the same data available to SC-53 was available to the C95 working group, but their interpretation of its significance differed from that of SC-53.
