A reliable signaling and control channel must be provided if a cellular system is to function properly. An embedded CADN control channel will be used for various functions in a digital cellular system -- signaling for handoff messages, dynamic power control commands, ARQ requests for data transmission, initiating vertical services, etc. Control information in general must be more heavily protected than speech since important control messages, such as handoff requests, are often required under poor signal conditions.
