This chapter presents the optimization of small cells focusing especially on the radio resource management. The optimization considers the following aspects: mobility, data rates, interference management and capacity, power savings and multivendor case. The chapter discusses the mobility optimization and the performance of inter‐site carrier aggregation where user equipment (UE) has simultaneous connection to the macro and small cells and can receive data simultaneously from both layers. Dual connectivity (DC) can be utilized for improving mobility robustness. The chapter analyses the impact of DC on the number of primary cell handovers and on the handover failure (HOF). It uses two different HetNet scenarios. The first scenario is third generation partnership project (3GPP) simulation model using static and random base station deployment models. The chapter illustrates the optimization of the very dense small cell networks, also called ultra dense networks (UDN).
