Smart Packet Processing for Video Transmission in Cellular Networks

Previous studies can only adapt the video codec to the slow fading of radio channel condition at the resolution of GoP (Group-of-Picture) with large uplink signaling overhead. This paper proposes a smart packet processing (SPP) scheme to make the base station have the capability to adapt the scalability feature of SVC and MVC to the time-varying radio channel condition and environment more effectively and timely. It changes the base station from the today's "blind packet discarding" to proposed "selective packet discarding" and therefore can provide optimized QoE to the end users. Simulation results show the PSNR performance gain with limited extra processing resources consumption.
