Good quality, low bit rate video coding is required for teleconferencing over existing and future networks, including ISDN. Several methods have attempted to realize low bit rate coding by removing the redundancy due to spatial and temporal correlations as well as the perceptually irrelevant components of an image sequence. However, good quality coding at low bit rates (384 kbps or less) has remained an elusive problem.
