Over the recent year, considerable progress has been achieved in producing high quality digitally-encoded speech at low bit rates. Two new class of speech coders based on multi-pulse and stochastic excitation models have been introduced and they hold the promise of pushing the bit rate down to 4.8 kb/s. This talk will review the current state of the art in low bit rate voice coding and its application to digital cellular radio.
