In a previous paper [see Abstract 1933B01249] the author discussed the importance of fundamental plan studies in meeting economically the present-day demands for a universal international telephone system. The present paper deals with the international phases of the same problem. The author states that the final objectives for an international network are the same as for a national fundamental plan and summarises them under the three same headings as given in his former paper: (1) Minimum number of circuits for a given service. (2) Minimum grade of circuits throughout the system consistent with demands of satisfactory service. (3) Minimum plant costs (both from the standpoint of initial investment and annual charges) for the facilities provided. The paper discusses these questions at length and lays down a tentative European fundamental plan to be agreed upon.
