Digital video coding for EQTV distribution in Broadband Integrated Services Digital Network (B-ISDN) at a transmission rate of approximately 135 Mb/s is considered. Additional requirements are imposed on this EQTV system. The contribution signal will either be the CCIR Recommendation 601 signal or a minor modification of it to maximize horizontal resolution. The scanning parameters are the same as NTSC so that the same monitor can be used to display either EQTV and NTSC TV. Further, the coding for video distribution will be configured to maximize horizontal resolution given the above constraints. Finally, a compatible vertical improvement can be added initially, or in the future, that will provide additional vertical resolution beyond the capability of the present NTSC TV, or Recommendation 601. The motivation behind reaching for the highest level of picture quality consistent with the constraints listed above is to ensure that the customer sees enough product distinction between EQTV and the present NTSC TV to welcome the new service.
