The paper describes new ecosystems related to QoS-enabled interconnection models between Network Service Providers to allow for a fair distribution of revenue shares and commitments among all the actors of the service delivery value-chain. It covers the analysis and specification new network control, management and service plane technologies for automated end-to-end QoS-enabled service delivery across heterogeneous carrier networks. The document introduces a reference architectures derived from TMF with new functional elements necessary for creation, activation and monitoring functionalities to allow the collaboration of fixed and mobile interconnected operators.
