In addition, the volume of traffic carried by these networks has increased tremendously has become a vital factor in international commerce. Since failures and congestion in these networks can have major consequences on the service provided to the international callers, interest in congestion network management has steadily risen since the first introduction of congestion network management concepts and principles several decades ago.
