On Implementing the ISO Still-Picture Compression Algorithm.

In this memorandum, we discuss an implementation of a compression technique for still images that is currently being evaluated as a standard by the International Standards Organization. We consider first some general implementation issues, and then focus on a PC-based DSP-32 system that performs the decoder operation in real-time. This hardware has been built with only off-the-shelf boards. It is capable of decoding and displaying an image compressed to 0.25 bits/pixel in about a second, and a difference (update) image compressed to 0.5 bits/pixel in two seconds.
