The main purpose of this deliverable is to present a detailed description of the "Control Channels for the Cooperation of the Cognitive Management System" (C4MS) protocol which is designed to enable the management of operator governed Opportunistic Networks. A detailed description of information data structures, information management strategies and protocol messages is provided. The deliverable elaborates also on the evaluation methodology and evaluation plan for the C4MS performance assessment as well as on the performance results themselves.
