QML algorithm near Cramer Rao bound for phase and frequency estimation

This paper presents a new synchronisation algorithm devoted to phase and frequency estimation of short MPSK radio bursts. The algorithm is obtained by a simplification of the maximum likelihood approach. Results obtained are compared with the well known Cramer-Rao bound
