At the direction of Ian Ross, acting in his capacity as leader of the AT&T R&D community, the Quality Assurance Center has prepared this manual to help managers interpret and implement the AT&T quality policy. The policy affirms the corporate commitment to quality and sets out a course of action for each employee. This manual interprets this course of action for anyone in the R&D community who manages projects. It addresses everyone concerned with improving the quality of products, services, and processes, not just those with specific quality assurance assignments.
