Efficient spectrum usage will be one of the challenges for the future mobile communication system 5G. A spectrum management of licensed and unlicensed bands between different operators will require efficient sharing and scheduling methods. Operators with different users and business requirements can share spectrum if appropriate service level agreements (SLA) between the operators and the service provider can be established. In this work we will give a solution to the rate fairness feasibility problem for scheduling radio resources among sharing operators. Rate fairness scheduling approaches are important in the aspect for realization and guaranteeing QoS between sharing partners. Further we show that the spectral efficiency for the rate fairness feasible rate method outperforms deterministic approaches. Thereby rate fairness based SLAs will get efficient and will open new business models for sharing between incumbent operators as well as with new service providers.
