Nowadays, data centers are the key computing resource for providing many online services such as web search and cloud computing. These applications, however, frequently suffer from network congestion even under low average link utilization because of momentary bursts in their traffic patterns. Some existing solutions utilize the Explicit Congestion Notification (ECN) to be aware of the congestion level, but they show very poor scalability in terms of the number of concurrent flows. In this paper, we propose a new scalable congestion control protocol that copes with hundreds of concurrent flows at the bottleneck switch port, without suffering any packet loss.
