The pursuit of EMC, not just as a technical objective, but as a design philosophy, is often a lonely vigil. In my experience, which has been in large digital processing systems, and in that of others with whom I've worked, the development flow follows a pattern of clearly defined lines of responsibility for facets of a project. There are groups concerned with circuit design, groups concerned with mechanical design, groups concerned with software integration, and, sometimes literally as a footnote on an organization chart, and EMC engineer.
